I don't know if you can get it without Xbox Live,but an Xbox live account is free to set up,you only have to pay for it if you want online multiplayer,free games with gold every month & weekly discounts on select games,but apps like Netflix are free to use,so just create an Xbox Live account & then you can download Netflix.
